The title to this Breitbart article is suggestive of a sort of threat from President Trump to Democrats. However, I noticed that this article starts off mentioning a compromise between Republicans and Democrats in order to get what each party could possibly get in a political agreement from their list of priorities; if you will.
As I've mentioned, the title to this news article implies that if Democrats do not help pay for the Border wall: of which, Democrats are highly opposed to building. President Trump would then take away some of the budgeting for Obamacare subsidies that Democrats are so concerned about. Hence the reason Dems are willing to shut down some government agencies by blocking budget funding.
Furthermore, this article goes on to mention more about political budget priorities (wants) of both parties.
Trump's Budget Director Mick Mulvaney said at a business conference on Thursday, Dems and Reps have a list of priorities they want to see materialize:
List of some Republicans priorities (wants):
* We want to build a border wall.
* We want more money for immigration, law enforcement.
* We want more money for defense
List of some Democrats priorities (wants):
* More money for Obamacare subsidies
"They [Democrats] are entitled under that set of circumstances to get some of their priorities funded. It is ripe for some type of negotiated agreement that gives the president some of his priorities and Democrats some of their priorities. Democrats may be open to that compromise," Mulvaney said.
And, Mulvaney discussed what the Democrats’ Senate leader, Sen. Chuck Schumer told reporters. Schumer told them that Democrats are trying to hold funding for Obamacare, so Mulvaney said, “We’re working hard to get it in the bill. We’re very hopeful, negotiations seem to be going quite well … We want to make a good budget that meets our principles … so far, so good,” he said, according to a report from BNA.com.

"Democrats will pay a price for obstructing Trump’s priorities, Mulvaney warned. "
