Listen & Study Services' Commentary:
So far, US states has individually lifted State of Emergencies ban on social gatherings and public appearance with/out PPE's. This isn't the case with all fifty states; however. I had a difficult time finding out which states are open and those that are not.
I'll share my list of a few states where you could go visit from out-of-state and in many tourist spots, you most likely won't be required to wear a masks or social distance. I say, "You may not" because people have a way of changing the rules without warning! So be vigilant and know the particulars, way ahead of time, the state(s) you plan to visit.
I'm telling you all this because I am anxious as well. I want to jump in with both feet into a fun vacation. And, I don't want to hear about any pandemic restrictions!
Then, I snap back into reality where I know that I must pack several masks and be prepared to social distance when required to do so. I still live this way at home in my city. In the library I visit, it mandates visitors to wear a mask and social distance.
In this nbc5 news article, New York's 45th District Senator Dan Stec questions the state of emergency in regards to Andrew Cuomo:

In this nbc5 news article, New York's 45th District Senator Dan Stec questions the state of emergency in regards to Andrew Cuomo:
“We still have a public health issue to continue to work with, but we achieved his goal enough where it's safe to reopen everything, then why on God's green Earth would we continue to allow him to have these emergency powers?” Stec said
I see that this news article about New York State, Cuomo hasn't yet lifted its (NYS's) Covid 19 state of emergency orders. That will happen July 1, 2021:
According to theintermountain.com, half of US states set emergency orders expire in time for the 4th of July. That was a welcomed and wonderful exuberating experience indeed!
