It's too bad that this child could not have been rescued way before now.
Even though he is alive (barely alive), he has been starved for so long, I'm quite sure he has some complications from being malnourished.
Medical professionals have said for years now how malnourishment affects a growing child's body. They've mentioned how many of those affects are irreversable and have had profound impacts on all who've suffered from this affliction.
Many, if not most, children endure severe learning challenges that last thoroughout their life times. Those children are limited in job choice and a lower standard of living stimming from brain damage which is the real cause of their learning problems. And, those problems came about after their brains were starved for nourishment.
Malnourished children put a tremendous strain on society because many, if not every single one of them, of those children have been made a 'Ward of the State' and placed in an already over-burdened foster care system. Yes, many of these children are not wanted --- They become nobody's kids!
I know, I was one of those kids!
Praying for this teen to get well soon and to get placed in a good home (preferably with loving relatives)!
